"Fillers" are inexpensive items that can be used to help bring a total (either dollar amount or item number count) into balance.

Below are two situations where it could help to use a filler:

Evening up total items: At Walgreens, customers need to have at least as many items as manufacturer coupons (including Register Rewards). When purchasing one item and using one manufacturer coupon and one register reward,  an extra item will be needed as part of this transaction in order to make the item total even.
Reaching a dollar amount: When using a coupon for $5 off a $50 purchase and there is just $49.75 worth of product in the cart, add an inexpensive filler item to reach the required total dollar amount. Another instance is if a store does not permit overage (the value of the coupon being over the dollar amount of the purchase total), a filler item may sometimes be needed to absorb the cost and keep the total from going below $0.
